Brenda Bell designs and implements alternative basic education, literacy, and work readiness programs internationally, primarily in post-conflict and crisis-affected regions. She has expertise in policy reform, education improvement in formal and nonformal systems, the development and implementation of content standards, assessment, and program monitoring and evaluation.

Bell has supported EDC’s workforce and basic education efforts in countries such as the Philippines, Rwanda, and Liberia, and she was instrumental in the development of EDC’s Read Right Nowliteracy program for youth and early-grade learners. Her work is distinguished by a focus on sustainability and a track record of helping ministries of education implement alternative basic education policies and educator professional development programs.

Bell holds an MS in Adult Educationfrom the University of Tennessee.
