Tamara Vitolo is an education specialist and a researcher with a focus on school leadership capacity enhancement and performance evaluation. She has conducted program evaluations for K–12 leadership development projects, both in the United States and internationally. Vitolo has designed and implemented school principals professional standards, performance evaluations, and professional development systems. She has conducted research in education policy borrowing, school principals’ needs analysis, and technology in school administration.

Vitolo’s research interests also encompass studying immigrant families’ accessibility to educational services and effective interventions for English language learners.

Vitolo holds a PhD in Education Policy, Research, and Administration from the University of Massachusetts Amherst and an MA in Educational Leadership and Technology from Adelphi University. She is fluent in English, Georgian, and Russian.
