Cindy Taylor is an EDC Senior Vice President and experienced business leader focused on advancing improvements to education, workforce, and healthcare systems. As Director of Programs, she oversees all domestic and international work and guides the Program Leadership Team in developing and implementing supports that enhance efficiency and promote impact. As a member of EDC’s Senior Leadership Team, she works closely with the Board of Trustees, President/CEO, and Growth + Partnerships Team to cultivate new systems and funding streams in service of EDC’s mission.

Previously, Cindy served as the Director of EDC’s U.S. Division for eight years. During this time, she led the division in achieving significant growth in new mission-driven work and oversaw over 400 staff in leading impactful work to improve education, healthcare and behavioral health care, and workforce development.

Prior to joining EDC, Cindy spent almost 20 years at Abt Associates, where she oversaw strategic planning, business development, and project execution for research and evaluation on issues related to income security, food security, welfare, as well as workforce and family/child development. She led efforts to target research and evaluation opportunities, identify emerging trends, form new partnerships with other organizations, and develop positive client relationships. She also worked closely with staff and clients to ensure the successful execution of research projects.

Cindy holds a PhD in Human Development and Family Studies from the Pennsylvania State University and a BA in Psychology from Denison University.
