Hai Lun Tan, research associate, has expertise in educational research, program evaluation, and technical assistance. She is particularly interested in advancing knowledge of effective strategies to promote literacy, support teachers in using technology to enhance students’ learning outcomes, and improve early learning and school readiness. She has experience supporting research designs, developing data collection instruments, and conducting qualitative and quantitative analyses.

For REL Northeast & Islands at EDC, Hai Lun supports educators and state leaders in implementing and evaluating strategies to improve student learning. This work includes contributing to projects in Maine and New Hampshire focused on strengthening literacy and numeracy outcomes and supporting evidence-based decision-making around cell phone policies. She has also contributed to various Department of Education funded projects, including an ongoing collaboration between EDC and Reading Futures to improve adolescent literacy.

Hai Lun has participated in the IES Methods Training in Economic Evaluation and supports projects in conducting cost-benefit analysis. She holds an MA and MSc in International History from Columbia University and the London School of Economics respectively.
