Boubacar Bocoum is the chief of party for the Education Recovery Support Activity (ERSA), which works in the conflict regions of Gao and Menaka in Mali. He is a technical and operational expert with more than 15 years of experience in planning, leading, implementing, and evaluating education programs in Mali. His practice spans the design, management, supervision, and implementation of basic education and youth programs, as well as organizational capacity building.
 
Bocoum’s particular focus is on the development of community schools, literacy, and teacher training; capacity-building programs for nongovernmental organizations and community organizations in development contexts; and interactive radio/audio instruction programs for teachers and to support youth health, workforce development, and civic engagement. He joined EDC in 2004.
