Education Development Center (EDC) and partner James Bell Associates (JBA) have received a contract from Health Resources and Services Administration (HRSA) to continue leading the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Technical Assistance Resource Center.

Nationwide, the MIECHV program plays a powerful role in strengthening families and communities. The program provides free, voluntary home visits from experienced and caring professionals who support pregnant women and families with young children. Home visitors promote maternal and child health, advance family well-being, help prevent childhood and adult chronic disease, and support parents in preparing children for school. Studies, including a recent December 2025 study, have demonstrated the program has significant, long-term positive efforts on maternal and family wellbeing.

Through the MIECHV Technical Assistance Resource Center, EDC and JBA help HRSA support state and territory MIECHV awardees in effectively and efficiently delivering evidence-based home visiting services. The MIECHV Technical Assistance Resource Center also helps advance key goals of HRSA’s new “National Strategy to Advance the Home Visiting Workforce,” including supporting high-quality practice through ongoing, coordinated on-the-job learning and building leadership and supervisory capacity.

“Our team has worked with so many dedicated state and territory home visiting leaders over the past five years—people who are truly making a difference for families,” said EDC’s Allison Parish, who directs the MIECHV Technical Assistance Resource Center. “We are honored to continue to support these invaluable professionals, to advance excellence in home visiting, and to help lead home visiting into the future.”

Over the next five years, EDC and JBA will work closely with HRSA to build the capacity of MIECHV awardees through individual support, small group activities, and events and resources that will improve home visiting across the country.

The MIECHV TARC team will:

  • Deliver high-impact, responsive support that reflects federal priorities and real-time awardee needs
  • Improve proficiency of state and local programs to collect and use performance data to strengthen services, apply continuous quality improvement methods, and conduct evaluations to describe and improve program performance
  • Connect MIECHV awardees to promote peer sharing, access technical expertise, and identify solutions to common challenges
  • Enhance the organizational and leadership capacity of state teams to effectively implement MIECHV
