EDC Briefs Mass. Lawmakers on Early Learning
EDC’s Diane Schilder and David Jacobson recently briefed Massachusetts lawmakers at the State House on the latest research and thinking regarding early learning.
Rep. Alice Peisch (D-Norfolk), chair of the Joint Committee on Education, hosted the July 13 briefing, which was also attended by Representatives Paul Schmid and Bill Driscoll and Massachusetts House and Senate staff.

Schilder and Jacobson discussed the ways in which early education and care have been improved in other states and school districts, and how states have supported alignment of early learning systems and worked to close achievement gaps.
“We have seen a real uptick in focus and interest in early learning,” said Schilder, whose work has informed education policy for more than 20 years. “We welcomed the opportunity to share our research and recommendations.”
In addition, Schilder spoke about using Quality Rating and Improvement Systems to better assess, improve, and communicate about the quality of early education and care. Jacobson presented an overview of a prenatal through grade 3 (“P–3”) aligned system, providing examples from other states and districts.
