Opportunities and Challenges in Secondary CTE

This white paper draws upon the results of a survey of 850 career and technical education (CTE) educators nationwide, 11 interviews with CTE state leaders, and recent literature to provide a panoramic view of CTE’s strengths, needs, and possibilities. The paper focuses on two broad themes of importance in the CTE field:

1. The increased interest in career preparation that is fueling exciting opportunities for growth in CTE
2. The need to strengthen partnerships among secondary CTE programs, postsecondary institutions, and industry
