Denise Clarke is the chief of party (COP) for USAID’s Let’s Read Project in Zambia. Previously, she served as COP for the USAID–Liberia Accelerated Quality Education (AQE) project and the Advancing Youth Project (AYP). She has also served as deputy chief of party for the USAID Liberia AYP project, as project advisor for the Fast Track Initiative in Liberia, and as country director for Global eSchools and Communities Initiative (Ghana), where she managed teams of up to 100 people at the national scale (all counties in Liberia and all regions in Ghana).

Clarke has over 17 years of experience in managing education programs in Africa, including USAID-funded programs with literacy and ICT components, projects that have been successful in working with government counterparts. Examples include Liberia AQE, implemented with Ministry of Education (MoE) training and CPD; Liberia AYP, implemented with MoE’s Alternative Education System; and embedded within the Liberian and Ghanaian MoE.

Clarke is adept at leading complicated, multi-component, innovative initiatives in sensitive political and operational environments. She has worked with EDC since 2013.
