Stephanie Phillips is an educational improvement expert and experienced facilitator of school-community partnerships that promote high-quality pre-K, literacy, and equitable opportunities for families. She is passionate about systems improvement and focuses on leadership and collaboration at all organizational levels.

As a senior training and technical assistance associate for EDC’s First 10 initiative, Phillips collaborates with states and communities to implement the First 10 model to establish high-quality, cohesive educational, parenting, and community supports.

Beyond EDC, Phillips works for the Burlington, Vermont, school district, where she has served as a leader and educator for 25 years—most recently as executive director of teaching and learning. Her work in early literacy supported a district transition to high-leverage practices focused on pre-K–3 standards and skills.

As an appointed member of statewide work groups, Phillips has offered expertise and guidance related to key state legislation impacting pre-K, literacy, and continuous improvement. She began her career as a classroom teacher.

Phillips holds an MEd in Curriculum and Instruction from Saint Michael’s College and a BEd in Education from Trinity College of Vermont.
